Pryorphone: At this time Distin was in Philadelphia, too! According to Arnold Myers, Boosey was trading under their own name during the early 1880s (but still with the Distin trademark), so I doubt that it is a Boosey horn.
Pepper was just looking to trade off of Distins established name, as was Boosey with the Distin trademark.
Peppers own Philadelphia horns are marked quite differently. Recall, also, that Pepper sued Hillyard for using his own name in the US when Pepper said that he had invested too much money to build instruments that were being sold as the "remaining Hillyard stock"
It really does not say ANYTHING besides "FOR/ J.W. PEPPER", just as the later horns said under the Pepper name. I am postulating that Pepper could not sue for the use of the Distin name, because Distin had already sold it to Boosey. Which is why I included it here, because I thought that it likely belonged as the first entry on your Pepper serial list. It is way below the Boosey/Distin numbers, is not marked as an American Distin, and with the "Pepper/Phila. and N.York" marking, fits nicely in the Pepper sequence.
