OLDLOU After closely observing the overall length of the tubing , the length of the valve tubing, and the size of the bell flare, it seems pretty obvious to me that you are correct in your evaluation of this old horn as an alto instrument, unless the maker wished to call it an alto flugel.

Thing is, that is a Saxhorn bell, not a flugle bell, although the flugle thing is muddy where Saxhorns are concerned because the modern "fluglehorn" is really a Bb alto bell-forward Saxhorn whose proper name is "Infanterie Saxhorn". There is also the rare Eb soprano. But that still makes the Eb alto/tenor bell-forward version a "solo alto".
There is a true Eb alto/tenor fluglehorn, but it has a big rimless funnel for a bell, and is a Germanic, not a Franco-Belgian instrument.
